Indicator reads higher than known quantity

1. Open compensator lead. Measure compensator capacitance.
2. Open HI-Z shield. Measure capacitance. Check continuity of wiring.
3. Defective probe. Measure capacitance.
4. Some water in fuel tanks. Measure capacitance.
5. Defective or out of calibration indicator.
6. Low insulation between LO-Z and HI-Z.
