Inability to attain takeoff rpm on the blocks (static rpm low)

1. Wrong high rpm setting on governor. Reset governor external high rpm adjusting screw. On electric heads, adjust high rpm limit switch setting. Reset on test rig if available.
2. Incorrect rigging of control system.
3. Low engine power in an otherwise smooth running engine can occur if the camshaft lobes are worn down.
4. Erroneous reading tachometer or manifold pressure gauges.
5. Sticky pilot valve.
6. Faulty aircraft electrical system on electric head installation.
